    This article adopts the form of a manifest in favour of the XIXth. Century's University, and in it defines the epistemological status that corresponds to General Theory of Information: the author argues that this science is actually an interscience, and with a great hermeneutic commitment: the outgrowth of an intelligible image of phenomenological area of information related with political actuality. In the second part of the issue professor Del Rey explains his theory of political communication, based in a series of language plays whose typology develops in the matter that himself has created, Political Communication.

    Cet article adopte la forme d'une déclaration pour l'Université du XIXème Siècle, dans laquelle est défini le status épistémologique que correspond à la Théorie Général de l'Information: l'auteur affirme qu'il s'agit d'une interscience, et établit la grande entreprise herméneutique de la discipline: l'élaboration d'une image intelligible du champ phénoménologique de l'information d'actualité politique. Dans la seconde partie de sa dissertation le professeur Del Rey expose sa théorie de la communication politique, basée en une série des jeux de langage et leur typologie développée dans la matière que lui même a fondé comme Communication Politique.
